Item 4: Interactive dialogue with the Independent International Commission of Inquiry on the Syrian Arab Republic
Statement by Mr. TAKEUCHI Yasuaki, Human Rights Adviser
The Permanent Mission of Japan in Geneva
23 September 2024
Thank you, Madam Vice-President.
Japan appreciates the efforts of the Commission of Inquiry and its continued commitment to ensuring accountability for all parties involved in the Syrian conflict, despite the ongoing lack of access to the country.
Thirteen years have passed since the outbreak of armed conflict in Syria, and the human rights situation is now further deteriorating. Japan remains deeply alarmed by the numerous reports of escalating violence and hostilities, which have led to severe violations of international human rights and international humanitarian law in Syria. These include the killing of civilians and instances of sexual and gender-based violence in detention centers.
We are also concerned about the heightened regional tensions, beyond the ongoing conflict in Gaza, which have resulted in increasing civilian casualties.
Moreover, the continued lack of humanitarian access in Syria is exacerbating the dire living conditions of civilians and impeding their ability to enjoy fundamental human rights, including the right to adequate food. Japan calls on all parties to ensure respect for IHL and facilitate unhindered access for impartial humanitarian assistance.
Japan reaffirms its commitment to resolving this crisis through engagement and dialogue with key stakeholders. We once again call for a nationwide ceasefire and urge all parties to work towards a political solution in accordance with United Nations Security Council Resolution 2254.
I thank you, Madam Vice-President.
