The 57th Session of the Human Rights Council
Item 2:
Enhanced interactive dialogue on the report of the Independent International Fact-Finding Mission for the Sudan
Statement by Mr. TAKEUCHI Yasuaki, Human Rights Adviser
The Permanent Mission of Japan in Geneva
10 September 2024

  Thank you, Mr. President.

Japan appreciates the work of the Fact-Finding Mission which is vital to ensuring impartial accountability in accordance with the rule of law.

Japan remains deeply concerned about the human rights situation in Sudan. The ongoing armed conflict continues to have a dire impact on civilians, especially women and children. Millions of Sudanese have been forced to flee and hundreds of thousands are suffering from hunger, negatively affecting their rights to the enjoyment of the highest attainable standard of physical and mental health, adequate food, and education.

Japan reiterates its call on all the parties to respect international human rights and humanitarian law, end the hostilities, and facilitate an orderly transition to civilian rule. In doing so, it is essential to ensure the participation of women in decision-making as key actors. In this regard, at the TICAD Ministerial Meeting, Japan launched “Initiative for Women’s Human Resources Development for Peace in the Horn of Africa”. This will contribute to creating lasting peace and security, in line with the Women, Peace and Security (WPS) Agenda, which will help to strengthen protection of the human rights of all Sudanese civilians.

Japan remains committed to working with stakeholders, both in the region and globally, including through the work of its Special Envoy for the Horn of Africa, for the cessation of hostilities, for improved access to humanitarian aid, and to support the Sudanese efforts toward the restoration of the transition to civilian rule.

  I thank you.
