On 3 December 2020, Ambassador OKANIWA Ken took part in the 7th Glion Human Rights Dialogue. The online dialogue was organized by Switzerland, Liechtenstein, and the Universal Rights Group (URG), in partnership with the Permanent Missions of Fiji, Iceland, Mexico, the Seychelles, and Thailand. This year, the theme was “Human Rights in the digital age: making digital technology work for human rights.” Some 100 people from the UN Office of the High Commissioner for Human Rights (OHCHR), governments, civil society, and technology companies participated in the event.
The participants discussed various implications for enjoyment of human rights related to digital technologies, from freedom of expression, freedom of assembly and association to hate speech, disinformation, and elections. Ambassador Okaniwa presented some of Japan’s relevant initiatives during the breakout session on 3 December.
The participants concurred that no silver bullets exist for overcoming the various challenges arising from digital technologies overnight, but it is vital to take a multi-stakeholder approach.
