Statement by Ambassador Ken OKANIWA
The Permanent Mission of Japan in Geneva


 Thank you, Mr. Vice President.


 Japan appreciates the recent report of the High Commissioner on cooperation with Georgia.


 According to the report, there has been no progress in granting access for OHCHR and international human rights mechanisms to Abkhazia and South Ossetia. Japan continues to be deeply concerned about the denial of access to these regions.


 Japan welcomes the measures taken by the Government of Georgia to promote human rights. The adoption of its National Human Rights Action Plan 2018-2020 demonstrates that the Government of Georgia shares fundamental values of freedom, democracy, and the rule of law.


 As stated in Japan’s position concerning technical cooperation regarding Cambodia, Ukraine, and Yemen in the respective interactive dialogues, Japan attaches great importance to technical cooperation in the area of human rights. In the same vein, Japan hopes that states will continue to collaborate with the Special Procedures and OHCHR for the implementation of technical cooperation in Georgia.
