UPR of Uzbekistan - Statement of Japan
Mr. Masashi Nakagome
Minister, The Permanent Mission of Japan
9 May 2018

Thank you, Mr. Vice President,

Japan warmly welcomes the delegation of Uzbekistan and appreciates presentation of national report.

Japan welcomes the initiatives of the Government of Uzbekistan to improve the human rights situation in the country, particularly the great emphasis that the government has been placing on judicial reform, in addition to socioeconomic reform and on reinforcement of the role of civil society, in its Action Strategy on Five Priority Areas of the Country’s Development for 2017–2021.

Japan also welcomes the adoption in January this year of the Administrative Procedural Act and Administrative Litigation Act, the drafting of which Japan provided support for.

Japan would like to make three recommendations.

1. Continue to provide appropriate training to lawyers, prosecutors and judges in order to carry out judicial reforms.

2. Continue dialogue with relevant countries, international agencies and civil society in order to improve the human rights situation, including that of women, children and persons with disabilities.

3. Ratify the International Convention for the Protection of All Persons from Enforced Disappearance, as the issue of enforced disappearance is an urgent global problem that we all have to tackle.

We wish the delegation of Uzbekistan every success in the UPR.
