On the human rights situation of the minority Rohingya Muslim population
and other minorities in the Rakhine State of Myanmar

Statement of Japan

5 December 2017


 We strongly condemn all forms of violence that have claimed victims from among the civilian population as well as the August 25 attacks on security forces by armed groups. Japan remains deeply concerned by the human rights and humanitarian situation in Rakhine State.


 It is important that the Government of Myanmar restore security in a manner consistent with the rule of law and with full respect for human rights, rapidly increase humanitarian access to areas concerned, and advance actions for the return and resettlement of displaced persons. Japan strongly expects the Government to work with increased speed to implement the recommendations of the Advisory Commission on Rakhine State toward realizing mid- and long-term peace and stability in the state.


 Japan commends the Government of Bangladesh on its generous hosting of displaced persons, and on the great consideration it has shown from a humanitarian perspective for new flows of displaced persons.


 We welcome the Arrangement on Return of Displaced Persons from Rakhine State signed November 2017. In line with this agreement, Japan expects to see the steady return of displaced persons. Japan will continue to provide its utmost support for the efforts of both countries, including for return of the displaced, to improve the human rights and humanitarian situation in the region.
